El Consulado General del Ecuador en Palma informa a toda la omunidad ecuatoriana residente en esta jurisdicción, medios de prensa y público en general que a fin de dar cumplimento al reglamento de uso y Aplicación del Código Postal Ecuatoriano, que en su artículo 4 referente las “Obligaciones de las personas jurídicas y privadas”.
El código postal está compuesto por una codificación alfanumérica de seis dígitos que toma en cuenta la provincia, el distrito y la zona, y que permite conocer la ubicación exacta de un ciudadano y/o empresa y el entorno que le rodea.

- El Ministerio de Relaciones Exteriores, Comercio e Integración informa que la Embajada del Ecuador en Costa Rica, con el propósito de garantizar la atención a los compatriotas que requieran comunicarse con dicha sede diplomática, habilitó los teléfonos de emergencias 00 56 84103286 y 00 506 8718542.
Dichas líneas telefónicas permanecerán disponibles para los ciudadanos y ciudadanas hasta que sea posible reanudar las actividades normales en la Embajada, cuya sede fue afectada días atrás por un flagelo que consumió una considerable parte de sus instalaciones.

In the same manner as in Seville, a representative of the migrant population offered and emotive welcome speech for the President. Sara Cutiopala, who has resided in Spain for ten years, expressed that she was also a victim of the 1999 crisis and that she was forced to migrate to that country; she also affirmed that “it is the first time a President gives the faith, hope, dignity, and sovereignty back to the people”.
Correa also made a reminder of the 99’s Ecuadorian crisis; he expressed that “almost the 60% of children from the commune of Chinchi, in Chimborazo, grew up without their parents because of the horrors of the crisis that forced many people to migrate”.
During the report offered to the Ecuadorian residents, the President went over topics like generation of relegated works, higher tax collection, salaries improvement in different areas from the public sector. He pointed out that Ecuador maintains the lowest unemployment rate in the region. He also talked about increasing social security coverage, which he described as an unwaivable right. He showed the advance in the energy issue with the construction of new hydroelectric power stations by 2016.
He finished his intervention by congratulating Ecuadorian people and highlighting that “the main change I see in the country is the change of attitude of people; we have gotten our faith and self-esteem back”.

On interviews given to different Spanish media, the Minister of Foreign Affairs, Trade, and Integration, Ricardo Patiño, explained that there are marked differences in the work quality of the National Government, which has tried to prove through the accountability offered by President Rafael Correa, in various cities of Italy and Spain.
He started talking about the quality of public policy; they should be responsible and also benefit the population. Concerning this he cited the example of health, “Ecuador has a National System of Health and hospitals all over the national territory work under such a system,” he said.
The Minister of Foreign Affairs, Trade, and Integration pointed out that other of the most important advances of the regime is the work related to the Rights of Nature, “as human beings we must safeguard natural resources”… those details, among many others of our administration, are what makes us a popular Government and not a populist one,” he claimed.
“A populist government opens up hundreds of schools but without quality or service improvements; while the popular, seeks to generate quality before quantity, and makes improvements in all aspects, whether concerning health, education, or any other public sector that must be managed with responsibility by the State,” expressed the Minister.
Assange’s case and Freedom of Speech
He was consulted about the asylum given to Julian Assange, director of WikiLeaks. Patiño expressed that “we are all entitled to book information, and, especially, when it comes to national sovereignty, but WikiLeaks brought to light information related to attacks against human rights… not to disclose this information would have turned him into an accomplice of impunity,” he said.
On the other hand, the Ecuadorian Minister of Foreign Affairs, Trade, and Integration said that the National Government has a clear conscience, because there is nothing to hide on the Wikileaks case; it suggested that all information relating to Ecuador should be disclosed in public form and did so then.
However, on the topic of information, Patiño manifested that there is a concentration of power in the Ecuadorian media, but before this fact, “the Government has faced the lies of the media with the truth, which decreased the power of some mass media, that instead of informing the citizens would make political activism… before, the media had 70% of credibility, but their actions have dragged them now to a 30% of credibility”, he expressed.
Latin American Integration
The Minister of Foreign Affairs of Ecuador also referred to the topic of Latin American Integration, aspect that was treated extensively in the XXII Ibero-American Summit, which was held on November 16th and 17th in the city of Cadiz.
In this regard, Patiño said that the integration goes through good path, but recognized that it “ideological colonialism and intellectual vassalage still exist”. In spite of that, the regional integration is something that can still be “glimpsed with more potentiality, even with the political differences of each country, the process of becoming unified regionally should go above the political trends because what we are searching for is a benefit for our towns”, he concluded.
The Minister offered these declarations at the Palace of Conventions in Madrid, moments after the President of the Republic, Rafael Correa, gave accounts before migrants residing in this city, an event that brought together more than 3,000 Ecuadorians; the act was also conducted throughout the week, in the Spanish cities of Barcelona, Murcia, and Seville, and also in the Italian city of Milan.

Ecuador participated in the 58th edition of the Book Fair of Porto Alegre, Brazil, the largest literary outdoors presentation in the American continent. It took place in the city of Porto Alegre, the capital of the State of Rio Grande at the South, between October 26th and November 11th, and received almost two million visitors.
The Ecuador’s pavilion presented national books of literature, history, art, and children’s publications, which were provided by the Ministry of Culture and the Ecuadorian’s Chamber of Books.
The Ambassador of Ecuador in Brazil, Horacio Sevilla, pronounced a conference about Ecuador and its political, economic, and social situation at the Memorial of Latin America, and inaugurated a Photographic Exposition, “Miradas por los Caminos de un Ecuador Oculto” (Glances at the paths of a hidden Ecuador) by the photographer and documentary-maker Juan Diego Perez.

The FHC Food Fair in Shanghai opened on Wednesday, November 14th. The Ecuadorian Ambassador in that country, Leonardo Arízaga, the Director of PRO ECUADOR, Maria Fernanda de Luca, and the Head of the Commercial Office of Ecuador, Jorge Hidalgo were present.
The fair took place at Shanghai New International Expo Centre and gathered exhibitors from over 79 countries, more than 100 of the main Chinese importers and distributors, besides buyers from all Asia-Pacific region.
The event was executed along with the Andean Community and included the participation of 24 enterprises from Colombia, Peru, Ecuador, and Bolivia. It responds to a unification of efforts so as to boost the increase of exportations from our countries as complementary economies.
Ambassador Arízaga expressed his content of participating at the opening ceremony of this fair that constitutes a part of the promotion plan of the 4 countries until 2014. Likewise, he highlighted the importance of Ecuadorians seeing Chinese Market as a great business opportunity since it is a country with a sustained growth and a steady demand for products and services.
On her side, PRO ECUADOR Director, expressed that nowadays entrepreneurs rely on solid institutions in order to promote their exportations; that it is necessary for them to let go of the fear and to forget about myths concerning China, so they decide to visit this market.

Meetings with King Juan Carlos and with the President, Mariano Rajoy, interviews with Iberian media, the extensive schedule of the presidents encountering, and official visits marked the tenor of the first working day of the Ecuadorian Government at the XXII Ibero-American Summit. It took place in Cadiz, where in 1812 at the Oratory of San Felipe Neri, the Spanish Constitution was written and signed.
The scenery for this international event was “Teatro Falla”. Here, at 19:00 hours (13:00 in Ecuador), King Juan Carlos offered the opening speech. He manifested the need of Spanish and American peoples to “demonstrate how by working and dreaming together we can reach extraordinarily relevant goals for the progress of our societies”, pointing out that “we need more Ibero-America”.
Previously, President, Rafael Correa, accompanied by the Minister of foreign Affairs, Trade, and Integration, Ricardo Patiño, held a meeting with both the Monarch and President Rajoy at 12:30 hours (6:30 in Ecuador), in which topics such as bilateral cooperation alliances, the eviction crisis, and health care attention coverage for migrants that reside in Spain were addressed.
Concerning the latter, he stated that our country has proposed an agreement that consists in giving attention to the Spanish community that resides in Ecuador so they can have access to public health care services in our country provided that Ecuadorians that reside in Spain receive a reciprocal treatment.

The body of the IACHR will visit Ecuador by mid 2013 after having accepted the repeated governmental invitations aimed to verify the country’s advances on the promotion and protection of human rights. The Ministry of Foreign Affairs, Trade, and Integration expects the visit to be useful so the organism corroborates that the fundamental freedoms are fully in force, and in order to advance in the application of the changes required, at the Inter-American system that is in force, for its observance.
Ecuador expresses its satisfaction because of the announcement made on Friday by the president and the executive secretary of the Inter-American Commission on Human Rights, José Orozco and Emilio Álvarez, respectively. They accepted the “repeated invitations” of the Government of President Rafael Correa, so as to travel to Ecuador and verify its registered success in the application of the national agenda on human rights.
During the meetings considered within the framework of the visit of the seven members of the body of IACHR, planned to take place in the first semester of next year, Ecuador will show its advances in the promotion and the effective enforcement of human rights; whether they are civil or political as the right to life, to freedom of expression, to equality before the law, and those which correspond to the economic, social, and cultural sphere.
In the same manner, Ecuador expects it to become a space for debate concerning the application of the reforms made to the regulations, institutions, and financing mechanisms of the Inter-American Human Rights System, so they respond to the interests of the peoples of the Americas, and so as to protect them with political practices.
